New Planning Director Joins City 

Eleanor Sharpe, AICP, LEED AP, has been appointed as the new Planning Director for the Department of Development. Ms. Sharpe brings over ten years of design and management experience with an emphasis on community planning and revitalization.

As Planning Director, Sharpe will oversee urban planning and planning review services as well as current and long-term land use and development issues; and will conduct studies related to the planning and development of the City. She will also launch an update of the City’s Comprehensive Plan, last updated in July 1996.

“I look forward to Eleanor joining the City team,” said Development Commissioner Michael Freimuth. “Her talents and experiences in developing comprehensive plans, plus her familiarity with New Rochelle, come at an ideal time for the City as it refreshes its land use rules and implements policies to capitalize on regional and national trends.”

Prior to joining the City, Sharpe was employed by the Netter Center for Community Partnerships at the University of Pennsylvania, working in Operations and External Affairs on a variety of projects including the development of a new strategic plan for the Center and the West Philadelphia area it serves. She also served as Commissioner on the Philadelphia Zoning Code Reform Commission, which oversaw the update and rewrite of the City’s Zoning Code. Before that, she worked on a variety of master-plan development. urban design, and public outreach projects as a Project Manager for Gannett Fleming, Inc in Philadelphia, Pennsylvania.

Sharpe received her B. Arch from Howard University in Washington DC. and her Master of City Planning (MCP) from University of Pennsylvania. She is certified as an Accredited Professional by the United States Green Building Council as a Leader in Energy and Environmental Design (LEED, AP).

In addition to her professional accomplishments Ms. Sharpe has taught for a number of years as an adjunct professor at both Drexel University and the University of Pennsylvania. Sharpe succeeds Ed Lynch, who retired in May.
